XP SP2 Javascript links won't work surfing IE6

When surfing the net and I click on a link that opens a new window the new
window will not load. I have to click Stop and then hit the Refresh button
for the window to load. Unfortunately if it is a javascript link I do not
get the options to Stop and Refresh but rather just a blank window and a busy
cursor. I could not even post this question in IE6 cause the link would not
work. I had to use Netscape to post this question. I know it is not a
problem with java on my PC cause Netscape works fine.
I am pretty sure it is a security issue with XP SP2 but I have tried
everything and can't figure this one out.
It's making me crazy, any help or ideas would be very much appreciated.
