XP SP2 v5 Windows Update GetCookie error 80244001

Hi

I am unable to run various software that uses cookies. One example is
Windows Update.
I am using WinXP Home SP2. The error message I get is listed below and
indicated with *********.
This happens when attempting to follow almost any link on the page that
lists the install options (v5consumer/default.aspx?ln=en).
The result of any of these links is a new Explorer window that is completely
blank.
I get a similar thing when attempting some Internet banking. In that case I
get a Javascript error
message that says there was a disk read error.
Previous posts have indicated that a similar error when looking for updates
can be fixed by registering MSXML3.DLL.
Would that apply to this error as well?

First - reset you Privacy settings to Default in Internet Options, and look
to see if any microsoft sites are listed as blocked in Sites. (If they are,
then unblock them!)
