XP SP3 gets in a loop when reboot

I have an HP computer that came with Windows XP home SP2 (media
edition). I tried to upgrade to SP3, but after it reboots, it gets
stuck in a loop of showing the blue screen, the screen with the blue
dots going across it, and the screen that gives the option of booting
in safe mode. It kept going through those screens. Fortunately, I
was able to restore the system back to SP2. I tried to install it a
second time, but with the same result. Again, I was able to use
system restore.

Is there a way to get the SP3 update to install? I'm getting nervous
about trying again because I don't want the computer to get into a
state where it is not useable.

Key things to note:

Internet Explorer:
"If you have installed Windows Internet Explorer® 7 or a beta version of
Internet Explorer 8, and then install Windows XP SP3, you cannot uninstall
Internet Explorer. To avoid this, ensure Internet Explorer 7 or a beta
version of Internet Explorer 8 is not installed before installing Windows XP
SP3. If you have already encountered this issue, uninstall Windows XP SP3,
uninstall Internet Explorer, and then reinstall Windows XP SP3."

Windows XP Media Center Edition 2002:
"If you install Windows XP SP3 on a computer running Windows XP Media Center
Edition 2002 with SP1, Windows XP Media Center Edition may malfunction. To
avoid this, install Windows XP SP2 before you install Windows XP SP3. If
this issue has already occurred, uninstall Windows XP SP3, install Windows
XP SP2, and then reinstall Windows XP SP3."

It seems some people are unable to get further updates after installing
SP3... Seems some have experienced a symptom similar to doing a repair
installation on Windows XP - and the same fix seems to work for them for
that...

Updates are not installed successfully from Windows Update, from Microsoft
Update, or by using Automatic Updates after you repair a Windows XP
installation

[NB: The above has been updated many times and now includes "a small tool
that will detect the IntelPPM problem and mitigate it before installing

1. Boot into Safe Mode and rename INTELPMM.SYS to INTELPMM.OLD.
2. After booting into Safe Mode:
Start --> Run --> (copy/paste)
sc config intelppm start= disabled
--> OK --> Reboot into normal (Windows) mode.

Thanks, I have an HP with an AMD, which seems to be asking for trouble
in at least two ways.

Had to do a system restore - rollback to get out of that mess as well.

Microsoft you have a working operating system that needs little if any
improvement & you just screwed it up yet again.
You charge a considerable amount for the OS & it doesn't work.
Microsoft when are you going to fix this mess you created.
No wonder people fear doing updates.

Samething keeps happening to me!! No more SP3 as soon as Im done with system
restore!!

i have same set up and all the same issues ie an hp with amd processor xp
sp2 tried to up grade get stuck in to loop have to unintall sp3 from safe
mode as thats all thats loads..ive done 4 suggestions so far from the tech
guys at ms and still it doesnt work

Thanks, I ran that utility, and the upgrade went without a problem!
With all of the beta testers, you'd think that some of them would have
an HP computer with an AMP CPU.
