No. The reason the package is that much smaller is that needed updates
are downloaded when the detection logic in SP3 recognizes that certain
updates have not been installed.
Go ahead and download the 'IT installation' package.
Then you can burn it to a CD or use portable media to apply it to other
XP systems.
You can also slipstream it into either XP SP1 or SP2 XP packages and if
a need arises to reinstall XP, it will then be at XP SP3.
