XP's SP2 causes errors loading OE

Ever since I loaded SP2 onto my XP machine, I have frequently (not always)
been getting these messages when I try to load OE: OUTLOOK EXPRESS COULD NOT
BE STARTED. THE APPLICATION WAS UNABLE TO CREATE THE INTERNET ACCOUNT
MANAGER. YOUR COMPUTER MAY BE OUT OF MEMORY OR YOUR DISK IS FULL. CONTACT
MICROSOFT SUPPORT FOR FURTHER ASSISTANCE (Ox800705AA). I hit OK, then
another message comes up: OUTLOOK EXPRESS COULD NOT BE STARTED BECAUSE
MSOE.DLL COULD NOT BE INITIALIZED. OUTLOOK EXPRESS MAY NOT BE INSTALLED
CORRECTLY. Of course, I have plenty of memory and OE ran well until SP2.
Interent Explorer does not have these problems. To get past the problems, I
log out of Windows and log back on again. Can you tell me how to fix this?
