why am I unable to use my windows live messenger with friends who have yahoo?

It does have this issue sometimes, Try Signing in and out and if that doesn't
work, try sending a message to your friends (who is showing offline) and it
might work... But there is no guarantee on that...

This is an issue at the IM Servers end.
