You might check your firewall. The firewall prevents others from talking to
your computer (in case they are hackers).
Check your firewall for any apps its denying.
If you use the built-in Vista one, go to control panel - Windows Firewall,
click "Change Settings", look through the "Exceptions" list and see if you
see anything that looks like it belongs to starcraft, it should have a
checkbox
(which means its allowed to talk through the firewall). You can turn these
on and off at will so it allows you to experiment.
