your security setting prevent to use activex installed on your com

welcome every body

each time when i try to make update for my domain controller ,the
information bar say this website require activex controll then i make install
but after install the activex ,the information bar say
"your security setting don't allow to use activex installed on your computer"

i make the following to try to solve the problem
i put all the urls of the update ( i get it from the website of microsoft)
in the trusted zone and then make the security level to customized and allow
all activex
also the internet zone i change the security level of it to the minimum and
allow all activex but still nothing

i have another domain controller that make update succesfully so i make
compare with all the security level and trusted zone ...they are typical

so what else should prevent the primary domain controller from make update

yes this was the first solution that i thought in it but nothing occure
...still the information bar say that my security settin prevent from running
the activex and still i can't make update

any idea pls

Try re-registering the following .dll files
Softpub.dll
Wintrust.dll
Initpki.dll
Urlmon.dll

1. Click Start >Run and type
regsvr32 Softpub.dll
Click okay to register it
You should get a dialog box telling you that it was successful.
2. Repeat the process for the other .dll files.
3. Restart your computer and try the update site again.

Add Windows Update to the trusted sites zone:
1. Start Internet Explorer.
2. Click Tools, and then click Internet Options.
3. Click the Security tab.
4. Click Trusted Sites, and then click Sites.
5. Clear the require server verification (https for all sites in this zone
check box.
6. Make sure that the following URLs are listed in the Web Sites box:
http://*.windowsupdate.microsoft.com
https://*.windowsupdate.microsoft.com
http://download.windowsupdate.com
