Your security settings do not allow web sites to use ActiveX ...

I was having this problem (Your security settings do not allow web sites to
use ActiveX controls installed on your computer) and had noticed several
people had suggested reregistering the softpub.dll file.

I found that I did not have a softpub.dll file in the system32 folder. I
expanded it from the I386 folder and reregistered it.

Windows update now works just fine.
