Zip File is Folder?

Why does Windows Ultimate call a .zip file a folder?
When I go to delete a .zip it asks if I want to delete a folder.
This is very confusing and makes me think I am deleting more than I want.

It's a type of folder, with files inside it. One thing to remember about
this business is that you can't make everybody happy at once.

Yeah, they kinda took ZIP functionality and extended it to the file
system. Neat how you can open a zip file without extracting the contents.

Gets confusing; when you have a directory with the same name though.
