Zoom bug?

I'm not sure if it is a bug or, an intentional quirk in the zoom option, but
I've just been testing my website on ie7 and all images including div
backgrounds zoom in, apart from the background body image, lots of designers
use this this to set a frame around their page, but when zoomed in it causes
the frame to dissapears under the content, if this is intentional, I suspect
a lot of designers will be redesigning their backgrounds into divs?
