2008R2 REcycle Bin for Child domains

OK...having some issues getting the recycle bin enabled on my child domains. I'm not well versed in powershell, but I can hack away at anything, usually... I've scoured the internets to no avail...so here goes:

Here's my setup:

All 2008R2 DCs
1 Parent domain
4 Child domains
DFL/FFL at 2008r2
Recyclebin is enabled on 'parent.lol'

I am trying to get the recycle bin enabled on child1.parent.lol (child2 / child3 / child4)

I am logged in as an Enterprise admin.
I am running these commands on the Domain/Schema roles holder.
I am running the following commands in powershell as 'administrator'
I am, as far as I know, holding my mouth right...
