I need to access some device specific registers on a PCI-to-PCI bridge in
    PCI Configuration Space.

Do the PCI standard PCI-to-PCI bridge driver from Microsoft ('pci.sys')
offer any IOCTL's which I can use to do this?

  2. Nope, there is no ioctl interface to get the config information. You need
PDO of the bridge device to be able to send READ_CONFIG or WRITE_CONFIG
request, and you can get that PDO only if you are a filter driver for the
    bridge devnode.
