    From this link:

I have downloaded and extracted the source file for the Office 2003 Resource
Kit onto my system (Windows Server 2003 SP1). These are template files for
new Group Policy settings you can do with Office 2003. It generated a lot of
..adm and .opa file files into a folder on the workstation I am
administrating the Group Policy console from. My question i, must I
manually copy up the .adm and .opa files to the \Windows\Inf folder on the
domain controllers? And what are .opa files anyway?

  2. Just the *.adm files are needed on whichever workstation/server is used to
maintain group policy objects. As for the *.opa, the description on the
page says its for the Custom Install Wizard. Based on that, it sounds like
you can deploy Office 2003 and include policy settings.
