Allow users to move the address bar and disable the command bar

    I don't like the address bar at the top of the screen in IE7. I want to be
    able to move it back down to where I am used to looking for it, as it appears
    in IE6. Plus putting a search bar on the end of it means that everything is
    too crowded on that bar. I want to be able to move the address bar and split
    the search bar off from it. Also, I have no need or interest in the command
    bar, but although I removed all of the icons, I can't delete the bar itself
    and it is taking up valuable screen space.

    The Toolbars are locked down and will not change in IE7. Maybe in IE8,
