Allowing users on same computer to access internet connection

    I am trying to allow another user on the computer to access the internet
    connection.

    My computer is setup to connect to the internet through a wireless adaptor
    through another computer on a network. All user accounts (on my computer)
    with "Administrators" access can enable and disable the internet connection,
    but "Users" are not allowed.

    How do I allow "Users" on my computer (not another computer on the network)
    to enable and disable the wireless internet connection?

    Note: I cannot use Internet Connection Sharing (ICS). All the help that I
    have ever seen tells me to go to a connection's advanced properties and check
    "Allow other network users to connect through this computer's Internet
    connection". I can't because that option is simply not there. To my
    understanding, this allows other users on the NETWORK to access the internet
    connection. I just want to allow another user on the SAME COMPUTER to access
    the internet connection without making it an "Administrators" account.
