Allowing users the right to add/alter a network connection

    Does anyone know how to let users have the right to add a network connection, without giving them full admin rights

    for example, I have a department that may need to add or reconfigure a VPN connection or change an IP address on thier own PC, but I don't want them to have all the other local admin rights, such as installing software

    Clients all W2K or XP, Domain = Windows 2003 AD.

    You could propably accomplish this using GPOs. (Group Policy)

    connection, without giving them full admin rights?
