I've just installed IE7 Beta 2 and when I try to launch a program from a
network drive I get a pop-up telling me that the publisher cannot be verified
and "Are you sure you want to run this software?"

    This dosen't happen with IE6.

The Server is Windows SBS 2003 and the workstation is XP Pro - both are
    patched to date.

I've tried playing with the settings in IE's security tab (even setting
everything to enable) with no success.

    Can anyone help?

for a couple of months i have been getting this and i had IE6 installed, i
believe it is a security update you may have missed, another one you may get,
if you use MSN, is when you receive a file and click the link it gives you,
it say the file has been prevented from opening or something, the file then
    dissapears altogether.

Check the Release Notes regarding Active X. I'm still having an issue trying
to access a personal website because of Unknown Publisher. Clicking the
install Active X control option and changing Security Settings in tools
    hasn't worked.
