Why does Live Hotmail has a bandwidth limt of ~60 kb when downloading or
sending emails?? Even paid hotmail plus users have this limitation...why??

You are asking about Windows Live Hotmail in the Windows Live Mail desktop
group. Two very different products with very similar names; but there isn't
as much Hotmail expertise here as their is in the
    'microsoft.public.msn.discussion' group.

Cross posted to, and "Followup-To:" set to the appropriate group.

  3. When you have servers that serve literally millions upon millions of
requests per second, you need to throttle bandwidth so that the servers can
handle it and also the infrastructure can handle it also, otherwise you'd
end up in situations were people would continually get server busy error
messages. I don't know the exact figure that it's throttled to although 60Kb
would appear to be a bit low.
