Bug: Tooltips of all shortcuts of IE7, include the one on desktop

    The tooltips of all shortcuts of IE7, include the one on desktop, are not
    able to show. Windows cannot get the string from ieframe.dll.

    The problem was found on RC1 and even on Final version still has not been
    fixed.
