Has anyone ever heard of the C:\Windows\Temp folder disappearing everytime
IIS restarts or the server restarts? We have this situation actually
    occurring!

AFAIK, there is no functionality in IIS to delete the c:\windows\temp folder
    when IIS is starting.

Perhaps you could isolate it a little bit more?
    a) Just start the IISAdmin service. Check to see if temp is still there.
Then start SMTP, then FTP, WWW etc until you find out which service is
    making "temp" go away

    b) Put a "Deny Delete" ACL on c:\windows\temp and monitor with Filemon to
see what user context is attempting to delete it, and when.

Might give you more clues as to the reason.

    Cheers
    Ken
