Cached Lookups

    We're running a mixed 2000/2003 Windows Server network with AD for a school
    district. Here's the problem. A neighboring school district changed ISP's/ IP
    addresses. I cleared the cache, and it appeared to update as of a couple
    weeks ago. A call just came in saying that our users were unable to get to
    their website and also email them (we can recieve but not reply to their
    emails). So I just checked the cache and it returned to the "old" IP. Any
    thoughts on how to update this? I just cleared the cache again with no luck.
