Although the problem could certainly be caused by something else, these are
symptoms of malware infection. What does a thorough scan for viruses and
    malware show?

Here is a simple hack that can enable you to place *ALL* the Task
Control Panel and System Settings in *ONE* place! Create a new folder o
your Vista desktop. Name the folder as : Maste

You can also try this link.

And once that is done. try running a scan on the system to check if th
    system is infected or not

If you look into the Event Viewer under Applications, There is usually
an entry for the Security-Licensing-SLC Service. When the service cannot
determine a valid license it will lock out administrative components.

I have this issue usually when a major component was installed.

    A restart usually fixes it.

Not YOU... that reply was to the MORON "pacinitaly" who gave you a
"fix" that wasn't meant for your 32-bit system.

Really? What does the sentence in red lettering mean:

"PS : This tweak is incompatible with 64bit version of Windows Vista."
Then they all have 32-bit Vista systems, doofus. The OP clearly
stated that the problem was with a 64-bit Vista system.
That nails it: you're definitely an idiot.
