I will admit, I have had some problems with windows XP in the past, like when
I installed XP sp2, and removed it using system restore, which became a
problem after windows restarted with the kernel, mouse curser, and a black
screen. But I learned a way around such hassels.

    But this is just annoying...

MY feedback is on IE7. I am confused why Microsoft does not allow the user
to customize and move the address bar, or where I can place my current
    toolbar buttons, est.

I feel extremely locked out of where I like to place my “buttonsâ€.

I believe Microsoft has done this so customers will stop calling in and
asking where their address bar went.

Is there any way to override this locked setting?

Maybe if you have the addressbars locked by default, but have options tools
dialog box to freely move everything around and lock it by choice. Kinda like
    the Windows TaskBar.
