Can't 'Unhide' files

    I have XP-Pro SP3 with all updates current.

    IE creates Temporary Internet Files on sites visited, etc. I can set that
    file folder to 'see' it, but my cleanup program can no longer delete all that
    stuff. When I go to Start/My Computer and click through to find that file
    folder, my "Temporary Internet Files" folder is grayed out. When I then right
    click on "properties," so is the radio button "Hidden", thereby denying me
    the right to change it. In addition, on this Properties Panel there is no
    "security" Tab being displayed.
    How do I change this to allow all this stored crap to be clean out?
    Additional: I just upgraded my IE to IE7. There is a new feature called
    "Suggested Sites". Is this new feature somehow using this historical data to
    creat suggestions, thereby blocking its removal? I do NOT have this feature
    turned on. I have administrator rights for my XP.
