I've changed my AUOptions key so that updates download and install
automatically, but prompt for reboot (AUOption=4)

However I'm still prompted for installs and reboots. Initially, the
option was set to 2 (notify before download).

I have rebooted my pc numerous times after changing the registry and the
value is correct, but the behavior is not. I'm running WIN2000

Local administrators are prompted. They can decline to reboot, hide update, or
even install the updates early. That's how it works. The is a policy to disable
access to all windows update features which you can set. This also stops them
using Microsoft Update or Windows Update sites.
