Changing topology before DFS member has completed initial sync

    Scenario: 4 servers in 4 sites connected with 512k links in a IPSec VPN
    mesh, single domain, all servers setup with DFS replication for a 15Gb data
    share. Server 1 is the primary member for the replication group. Server 2
    has completed initial synchronisation. Server 3 and 4 still yet to complete
    synchronisation due to being on satellite links. If the topology is changed
    so that Server 2 is the hub member will the initial synchronisation of Server
    3 and 4 start all over again.
