converting entire library to lower bitrate after ripping.

    I have over 10 gigs of music ripped at 198 kbps and want to convert it to
    96kbsp, or maybe even 64kbps. Can that be done in Windows Media Audio? All
    the files at once?

    WMP does not support down-sampling in the manner you desire. There are
    third party products (software written by people who aren't affiliated with
    Microsoft) that will accomplish what you want, but it won't be free.
    Different packages cost different amounts, you just need to find the one that
    supports what you want (codecs, bitrates, ease of use, etc).
