I posted this as a reply to another question from Jeff on2/28/2008, but his
issue was a bit different i think. The last response from Harry Johnston is
    added below for reference.

When I tried to just install the Upgrade WSUS 3.0, the wizard installer says
that a previous version (2.0) must be UNINSTALLED and then return to that
wizard. I think I uninstalled 2.0 including the database because I saw on
several posts that installing with remnants of the previous version or
database would cause failure. I did do a backup to My Documents of the
    MSSQL$WSUSDB and WSUSContent.

I then used the download from Microsoft Download Center. I have WSUS 3.0
installed with no computers and no updates. I need to know the procedures and
exact commands to bring all the computers and status, groups, Updates and
their approvals into the the new WSUS 3.0 which is going to use Windows
    Internal Database.

  2. WSUS 3 should have been able to perform an in-place upgrade. Or had you already
partly uninstalled WSUS 2 at this point?
There isn't any way to do this, or at least not directly. The only way to
migrate approvals from WSUS 2 to WSUS 3 is to perform an in-place upgrade.

You have at least two options:

    1) uninstall WSUS 3; install WSUS 2, using copies of the database you backed up;
    upgrade to WSUS 3.

    2) install WSUS 2 on a temporary server, upgrade it to WSUS 3, configure your
server as a replica of the temporary one, then (once fully synchronized) break
    the replica.

I'd recommend the second option. It doesn't need to be server class hardware,
and I think you could use a trial Windows Server license.

  3. Or... as would be expected... the "previous version" is actually remnants of
SUS 1.0 still present on the system.

I tried to use the upgrade from the WSUS 2.0 downloaded upgrades. That
wizard told me I had to uninstall WSUS 2.0 before I could install 3.0 sp1. I
thought that if I uninstalled 2.0 then I wouldn't have access to the upgrade
version of 3.0, so I proceeded to make backups of the Content and DB,
uninstall 2.0, reboot (as I have been advised to do after major uninstalls),
and then install 3.0. There was never a version of SUS on this server.

That's how I got to where I am now. I guess I will reinstall WSUS 2.0 and
try the upgrade again. If I get 3.0 sp1 downloaded and start the wizard,
uninstall WSUS 2.0, (do I leave the Content and DB?) then go back to the
wizard, Is that the proper way to do it? Thank you for your Patience and
