country of residence error sending to cell phone

    when i try to send message to a cell phone i get the following error:

    "This message was not sent. To send messages to a mobile device, you must
    first set your country of residence for your Windows Live ID and sign back
    into Windows Live Messenger"

    i have already set my country of residence on the .net site, as the link
    sends me there.

    the cell phone user probably doesn't have a .net account, but I'm not
    messaging her anyway.
