Creating a new DFS root target to a member SERVER99 on 2K3 Standard using
dfsgui.msc as a domain admin. The share is up and running, permissions are
    fine. In cmd.exe, when I do a

    dir \\SERVER99\Share

I get the contents of the DFS root but when I

    dir \\SERVER99\x$\Share

    there are no files.

\\SERVER99\Share ***is*** being added to the remoteServerName attribute of
the fTDfs object under Dfs-Configuration but no nTFRSMember or
    nTFRSSubscription is created.

dfsgui.msc dutifully shows the root target as "Online"

    NtFrs_0005.log shows

.... :DS: No NTFRSSubscriptions object found under cn=SERVER99,ou=...

    and ntfrsutl ds SERVER99 complains

SERVER99 IS NOT A MEMBER OF ANY SET!

No amount of bouncing DFS and NTFRS services has had any effect.

Had a notion about creating the missing objects manually but its not like
they are being deleted accidentally so something else is lurking for the next
    target I want to create.

You have me confused. What is a DFS Root target? Normally you create folders in
the DFS root and set targets for these folders.
Thus avoiding using DFS at all. You are seeing the same thing as you would see
if you opened X:\Share locally on server99.
