Createevent and Setevent

I am running a job from a job scheduler which creates a named event using the
createevent. I have another job which is also run from job scheduler which
will signal the named event using the setevent. For some reason, the second
job couldn't signal the named event.

Can any one tell me how to look at all the events in windows waiting for a
signal? Does any one have a script that list all the events waiting for a
signal in windows?
