defrag and scandisk/chkdsk won't run

    I'm trying to do a defrag but I receive an error saying I need to run chkdsk
    /f first. Fine, I try to run chkdsk but it says the disk is locked, so I
    answer "Y" to the prompt for running it on the next startup. I restart the
    computer and the utility doesn't run. So I try restarting in the command
    prompt under safe mode, but the computer hangs on one of the .sys files
    instead of going into safe mode.

    What to do to run chkdsk and/or get into safe mode, and ultimately to run
    defrag? Thanks in advance for any tips.
