I have set up a public contacts folder and configured multiple users to use
it to send faxes via the sbs2003 standard fax server. All numbers are in the
    canonical format
+1 (XXX) XXX-XXXX. Dialing rules are identical on all workstations.

on Vista workstations the dialing rules are applied to all outgoing faxes
and the numbers are dialed correctly. On the XP workstations the dialing
rules are not applied and those faxes fail to send.

Local numbers do not support 10-digit dialing

one area code can be local with 10 digit dialing, or could be long distance,
based on the prefix. Outlook converts any entered fax number to 10 digits.

What do i have to do on the XP workstations to make them use the dialing
rules. The use dialing rules option is checked in the send fax wizard.

Did you setup the "area code rules" on the server? (modem control panel)

Not sure you want the +1 in the phone numbers, the dialing rules should add
    that for you.

For the SBS server FAX the server rules "rule" - the rules on the clients
    aren't used AFAIK.
