DNS is not running properly. It is not working at all Event ID 140

    DNS Server could not intialize the remote procedure call (RPC) service. If it
    is not running, start the RPC service or reboot the computer. The Event data
    is the error code.

    Hmm, this article doesn't help much and I assume you already tried to
    manually start the RPC services:

    Can you elaborate on your configuration? You really didn't provide any
    helpful info for us to work with.

    Please post:

    Operating system skew
    Unedited ipconfig /all
    If the default C:\ drive permissions were altered at any time.
    Any additional pertinent info that may help no matter how far fetched.
