    I believe that Windows 7 x64 now has a 20 connection
    limit:

I get 20 on my Windows 7 x64 ultimate pc:

    C:\Windows\system32>net config server
    Server Name \\OK
    Server Comment

    Software version Windows 7 Ultimate
    Server is active on
    NetbiosSmb (OK)
    NetBT_Tcpip_{9115FCC3-A906-4DD2-AE90-89551E262B23} (OK)

    Server hidden No
    Maximum Logged On Users 20
Maximum open files per session 16384
