Dragging Icons to Sort Favorites

When sorting favorites manually by dragging icons, it takes me a dozen or
two tries in IE7 to move one to a spot between two folders. It keeps
winding up in one of the folders instead of between them. In IE6 a line
would appear that would allow you to move favorites fairly easily. In IE7
the line only appears when the page starts to scroll up or down. Anyone
found a way to get this to work more consistently?

  2. Where are you doing this? Try doing it on the pinned Favorites bar.
    Press Ctrl-Shift-i

I can't move anything manually from the Favorites bar, Ctrl-Shift-i, just
sort alphabetically. From the organize favorites bar, Ctrl-Z then O,
however, you can. In IE6 when you highlighted a favorite or folder on the
list a line appeared all the way across the list which you could drag up or
down, and in or out of a folder. This function works very poorly in IE7,
especially when trying to drag folders or favorites between, or adjacent to,
    other folders.
