I am thinking about getting another TV card for my mce pc. I receive cable
via a cable set top box. Currently, when I change the channel using my
Microsoft remote, it sends a signal to my ir blaster in which changes the
channel on my set top box. Meaning that my set top box must be on the channel
of interest in order for mce to record or play in live TV mode. How is
recording two shows at the same time on different channels handled (Once I
add the other card) with a set top box if the set top box is already on one
    channel and recording? Thanks

You will need to get a second Set Top Box.

One blaster for each box. MCE knows which card is linked to which blaster. If card 1 is recording and you want to record another show, MCE sends the signal to STB 2 connected to card 2 that is available.
