Duplicate VSS writers from "vssadmin list writers"

I raised a query with the topic "Missing VSS writers from vssadmin list
writers" and the solution /work around was to re-do the steps in KB940184
with miminal number of running applications esp Exchange

Now the reverse seems to happen when the same server shows 2 Exchange
writers of same WriterID but different WriterInstanceIDs when doing "vssadmin
list writers"

Is this normal to have 2 instances from the same VSS writer? If not, is it
safe to remove one of them inside the registry, and using what criterion for
the registry subhive target for deletion?
