I have a DVD ROM and a DVD-RW, when I insert a DVD into the drive it will not
read it and the icon in the My Computer screen changes from its proper icon
to "CD drive". As I said the drives will read and write cds without any
    problem.

  2. Is the DVD disk recognized in either drive? I would have said that the DVD
laser has died (it uses a different laser from the CD)... but if both drives
    are having problems......

I have the exact same problem, but in reverse. I have dual-drive system,
    DVD-RW & DVD-ROM. My DVD-RW will recognize & read/write to DVD+R or DVD+RW,
but will not recognize or read/write to a CD-RW or CD-R. I really don't think
my issue is dead laser (my PC is less than a month in service). What could
    the problem b?
