  2. Hi Peter,

Thanks for posting in our newsgroup.

From your description, I know that you cannot send out e-mail. If I am
off-base, please don't hesitate to let me know.

Please let me know the following to make the situation more clearly:

    1. Do all users or some specific users have the problem?

2.Are you using RPC over HTTP for Outlook£¿

Please take the following step to narrow down this issse:

Step 1: Logon OWA, can you successfully send out an e-mail?

    Step 2: Outlook Safe Mode

We can start Outlook with the "safe" switch to see if it works. Please
    follow the steps below:

    1. On the Start menu, click Run.
    2. Input "Outlook.exe /safe" (without the quotation marks) and click OK.
    3. Please perform a test to see if the problem still occurs.

Step 3: Clear all Add-Ins in Outlook.

    1. Start Outlook.
    2. On the Tools menu, click Options, and then click the Other tab.
    3. Click Advanced Options, and then click Add-In Manager and COM Add-Ins
    respectively.
    4. In both Add-in boxes, click to clear the check boxes for the add-ins.
    5. Click OK three times.

Step 4: Create a new profile for Outlook, will the same issue occur?

For more information, please refer to
How to create a new e-mail profile in Outlook 2003

I am looking forward to hear from you.

If you need further assistance, please don't hesitate to let me know

    Best regards,

    Robert Li(MSFT)
