How does one give a particular application (Procomm Plus) the permission to
set the value of an environment variable in Win2003 Server? Thanks.

  2. If its a user variable, then the application runs under the context of
whoever ran it, and it can change that user's variables.

For a system environment variable, you would need to run the app under an
account with admin rights. This is the same scenario as "how to allow my
app to install device drivers" or "how to allow my app to modify system
    files/write to HKEY_LOCAL_MACHINE registry"

As a workaround you can try using REGEDT32 (or REGEDIT on XP or Server 2003)
to modify permissions on the appropriate keys for the variable, on each
    machines HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session
Manager\Environment -- you need to allow Users (whover the app runs "as")
the ability to change these entries.

    I haven't tested this...
