I have WSUS installed on a Windows 2003 server. Out of 87 computers I have 11
that are not able to report. They all have the error Error: Agent failed
detecting with reason: 0x8024400a. From what I have read in other forums this
is a SOAP error? Is that correct and if so when is a fix for this going to be
    posted?

It costs $99 to call or email the support group because our open license is
expired. I can't do that. If there is a fix why don't they just post it
    somewhere I can download it?

Because it's not finished testing yet. At least that's what the link says.

  5. HOTFIXES ARE FREE...

Make the call and ask for the HOTFIX.

You do not need an open license to get the hotfix.

If you follow the link you will find that in order to make the call or email
you need to put $99 on your credit card, have software assurance or an open
license. You might get it back but you have to come up with it first. If it
is free I don't understand why Microsoft does not have an email address to
get it from with out me showing them $99 first.

  7. Hmm... then the hundreds of people with RETAIL and OEM licenses to Windows
Server 2003 who have applied this HOTFIX got it somehow.

    Again, Bill.

HOTFIXES are available at NO CHARGE.

All you need to do is dial the telephone and ASK for the hotfix.
