    Hello George,
What you have to know: 800A138F is a *generic* error shown on screen. But if you looked at your log, it would likely have a different & more on-target Error. The 138F (I believe) is a very *broad* catchall category which just says "hey, for any of many different reasons, my browser could not link to the Update website".

The update log file would indicate if & why each failed ---should have error code + some text ---again, for each failure.
You need to find & "isolate" the section of the log for that "fail date".
Use Windows' Notepad to open this log:
    C:\Windows\Windows Update.log (for Win XP & Win98/Me) (\WINNT for Win2000)

Having found the "error" , then do a "search" on this MS page. See MS Windows Update Troubleshooter
    http://v4.windowsupdate.microsoft.com/troubleshoot/

  4. I had the same problem about 3 weeks ago.

One or more of the files in your V4 folder is corrupt.

Its location is in C:\Program Files\WindowsUpdate\V4

Manually delete everything in the V4 folder except
iuhist.xml. iuhist.xml contains your past updates
history; you can delete that too if it's not that
    important to you.

Then the next time you visit WindowsUpdate on the web, it
will install fresh copies of all the files and folders
that you deleted and it sees what it needs is missing.

Don't delete the V4 folder itself; just leave it there
empty or with just the iuhist.xml file in it.
