I had a similar problem which with a bit of sideways thinking I resolved
quite easily. I have Vista on my PC and Office 2007; Outllok 2007 was
creating all sorts of problems so I uninstalled it and reloaded Outlook 2003.
Of course this needed updating but no matter what I tried, I kept getting the
above error message and nothing, not even the usual updates were updating.
In my case, I went to the Microsoft download page and manually installed the
offending updates (after first saving them on the desktop). Again in my case
it was SP2 for Office 2003 and some junk filters.
Once I'd done that, I did an automatic Windows update in Vuista and
    everything worked fine.
From what I understand its some kind of conflict with the file I wanted and
    the Vista automatic update.
    It's all sorted now.
