I got the same error, was a hardware firewall issue for me as well (nvidia
active armor firewall - built into the mobo.) Turned it off and all is well.

I found a solution that worked for me on another forum. It's a browser
hijack preventing windows update from running.

"In part, these were the directions that fixed my problem. Done in SAFE MODE

    Modify Registry Entries:
    1. This procedure requires to modify registry entries. You must backup your
    registry. How to BackUp Registry
    2. Go to Start>Run>Regedit
    3. Navigate to the following entries and remove the value if present:

    *
    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters\NameServer= (leave blank)
    *
    HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\Tcpip\Parameters\NameServer=
    (leave blank)

    Modify TCP-IP Settings:
    4. Go to Start>Control Panel>Network Connections and double-click to open.
    5. Right-click then click on Properties
    6. Go to Internet Protocol (TCP-IP)
    7. Click on Obtain DNS server address automatically if there was an assigned
    unknown DNS

He also suggested running Adaware 2007 and ewido antivirus. I use Adaware
and ewido is compatable with AVG antivirus which I also have. Adaware
wouldn't run in SAFEmode - aborted with a goofball error. I couldn't get the
ewido online scan to work, so I ran AVG. It didn't come up with anything.

ANYHOW after I did the reg hacks and the TCP-IP updates, Windows Update
works as always. I was able to upload Defender's updates and now he is happy
    and all is well."

I found this error on a computer I was working on. The solution for me was
to check the tcp/ip protocol of the network adapter. There was an erroneous
IP address listed for DNS servers. I set it to auto ip for the dns, then all
    was working properly.
I hope this works for you.

I had the same error, after trying everything I came to the conclusion that I
had a browser Hijacker. Post a HijackThis log along with your error and
problem discription on a tech help forum.

I had the 0x8007000B error while first updating a fresh install of XP.
Various fixes on forums were not successful. My fix was to turn-off the XP
firewall, and then run the windows update. It first did the genuine
validation download, and subsequently ALL the remaining updates...

    I hope this helps others...

The LAN & Laptop have data flow problems, perhaps due to interference,
or perhaps due to a faulty or misconfigured wireless router. It's also
possible that the wireless interface in the laptop is causing the problem.

Same problem, tried the suggested steps without success. This all started When Vista Home basic failed to download sp1 I got message must update windows update before you can update. Microsofts version of you can't get there from here catch 22 error.

A well meaning Windows Tech has been working on my Acer Aspire by remote access
for 2 hrs so far but I do not think he has made any progress or at least not much. But I must say it is more entertaining to watch then anything currently airing on Cable TV.
