Windows Update does not function for me. I get this error trying to update
Windows Update to the latest level so that I can get updates to XP.

Try turning off your antivirus, especially if its NOD32.

BINGO about turning off NOD32. Now if only someone could solve my other
problem.....the update scan just runs and runs and runs and never returns an
    error message
