Event ID 1008 Perflib PCRW Performance Counter Rebuild Wizard

I'm getting the above Event ID 1008 and someone has mentioned a tool from
Microsoft called PCRW (Performance Counter Rebuild Wizard) that automates
the process of rebuilding performance monitors.

Can someone provide a copy or where I can get it?
