Event ID 4356

I am getting the following event viewer error on a 2003 standard server
domain controller as well as a file server. (There is no IIS or exchange
involved with these machines).

The COM+ Event System failed to create an instance of the subscriber
{D3938AB0-5B9D-11D1-8DD2-00AA004ABD5E}. StandardCreateInstance returned
HRESULT 80070422.

I suspect the Security Policies may be messed up on the machine.

Try following command and reboot the machine.

secedit /configure /cfg %windir%\repair\secsetup.inf /db secsetup.sdb
/verbose
