Event ID 92 from Certification Authority Error

    I have been trying to add the security right of "Request Certificates" to my
    domain administrator group. When trying, I get the error "The permissions
    could not be updated on the CA and have been saved tot he registry. You must
    restart Certificate Services for the changes to take effect. The parameter
    is incorrect. 0x80070057 (WIN32: 87). I've tried numerous troubleshooting
    steps with no luck. Here is what's listed in the Event Viewer:
